Virginia, U.S. reach $2B settlement on disability services


Virginia will close four of its five institutions for housing the developmentally and intellectually disabled and transition those services to the community. It’s part of a 10-year, $2 billion settlement the state entered into today with the Department of Justice.

The settlement ends nearly a year of negotiations with the Justice Department, which determined after a three-year investigation that Virginia violated federal law by needlessly warehousing those people in institutions instead of providing adequate community-based services. Virginia agreed to close the institutions by 2020, leaving open 75 beds at Southeastern Virginia Training Center in Chesapeake.

There are currently more than 1,000 people housed at the state's five facilities.
